Our Parish Council has three working groups:  Environment, Finance and Planning.  The working parties are set up to review specific issues facing the Parish and to advise the Council.  They tend to be short lived and are reviewed after an agreed length of time.  All our working groups and members responsibilities are subject to their Terms of Reference which has been agreed by the Council.  More generally, the Council has agreed the following for all Working groups:

IPC  working groups and member’s responsibilities will be reviewed after 6 months (January 2015) and then at the Annual General Meeting (in May each year), unless a shorter fixed term for the group has been agreed.

IPC  each working group must submit terms of reference (including specific objectives, frequency of reporting to the parish council and membership) for approval by the parish council after the group’s first meeting.

IPC  all working groups must maintain a good code of conduct

IPC  objectives and proposed activities undertaken by working groups should make reference to the Parish Plan and accompanying Action Plan. 

IPC  a councillor must be chair of a working group.

IPC  a working group does not have any voting rights and therefore may not make any decisions on behalf of the parish council but may prepare reports or make recommendations for consideration by the parish council.

IPC  all recommendations from working groups must be submitted to the clerk for review prior to submission to the council. This is to enable the clerk to comment on best practice, good governance and legality prior to submission to the parish council.
