TERMS OF REFERENCE:

1.  Membership
Membership will be decided at the Annual Parish Council meeting each year, or as soon as is practicable.

2.  Conduct and Frequency of Meetings
Meetings will be convened on an informal basis when the need arises to review specific planning issues that have been put before the Parish Council.
Meetings shall be subject to a quorum of three members, which must include at least one Parish Councillor who is also the chairman.

The Working Group does not have any voting rights, and therefore may not make any decisions on behalf of the Parish Council but may prepare reports or make recommendations for consideration by the Parish Council.

3.  Term of the Working Group
The Working Group’s term will be reviewed after 6 months and then at the Annual General Meeting (in May each year), unless a shorter fixed term for the group has been agreed.

4.  Role of the Planning Working Group
To consider planning applications, National, District, and County Policy documents, consultations, and correspondence with respect to properties and developments in Ilmington, including the infrastructure of the village and environmental improvement schemes, which might have an impact on planning.

To advise the Parish Council by:

IPC  recommending whether to support or object to specific policies or applications ;
IPC  suggesting responses to planning applications and consultations e.g. the Stratford District Council Core Strategy, Site Allocation, and Community Infrastructure Levy.

When reviewing a specific planning application or consultations, the Working Group should:

IPC  study relevant plans, visit relevant sites and consider any comments from members of the public before deciding whether to suggest comments or recommendations of support or objection;
IPC  ensure that any objections or recommendations are based solely on planning criteria;
IPC  liaise with the District and County Councils and any other individuals, groups, sub-groups or organisations as appropriate.

Review the Ilmington Parish Plan and the possibility of adoption of a Neighbourhood Plan and/or updating the Ilmington Parish Plan.  Make recommendations to the Parish Council with respect to both.

Submit all recommendations to the Clerk for review prior to submission to the Council to ensure the recommendations adhere to best practice, good governance, and  planning and statutory guidelines.
